Опции на предмете всегда рандомные. Лотерея не знает, если там "Exc. Frost Barrier Shield +13" без мана или "Exc. Patrician Staff +13" без EDR. Сам предмет внутри категории тоже рандомный, лотерея не знает будет там "Exc. Duranium Sword +13" или "Exc. Sylph Wind Bow +13". Feeding лишь немного увеличивает шанс того, что выпадет 1 или 2 категория. Раньше можно было без проблем скинуть 1500 или даже 2000 билетов и ни разу не выиграть 1 или 2 категорию. Сейчас до таких цифр дойти никак не получится.

Update: Fixed Jewel of Chaos drop. They now drop from monsters from level 64 to level 84. Fixed Attack Speed on Potion of Soul, Arrows and Bolts. Important updates for anti-cheat have been implemented.
