Why ring of magic +hp +dd doesn't give 4% hp but less

for example, I have 4800 without ring and 4815 hp after I put it on?

It's only adding 4% of the HP before other buffs. (Guild, Power, Set Bonus, etc.)

But I also have Armor + dd+hp, and it gives more HP:) so its only with rings? less hp benefit?

Armour has set bonus. (rings and pendants don't) That's way u have more additional HP from it. ?
