How or where do you get the 2nd blue options?

Hello!

 

I noticed a few items from top players that they have 2 sets of blue options:

I know the option in the red box is from purified gemstone stone, I forgot the name. The one in the yellow box are excellent options but the ones in the blue box, how do I get those?

 

Also of Damage decrement option, I only get 4%. Do I need to remove it and try my luck again or once I get the 4% I add another one to make it 8%?

Do you want to get 8%?
If so, after receiving 4% (you must have an item +13), you can increase the% with stones. Higher Refining Stone

Blue options appear when you raise the level of your things by 15. You can also do +8% DD when the thing is +13 and higher.
