if  neutral player ( no guild , not killing any char before that ) going to event for example BloodCastle . Some clan block them from going statue ( arka) by loging 5 acc in guild and killing everybody attend to join event , is that violated of rules 3.18 :    ? pls explain , my thanks

This is a game process, there is nothing prohibited here. This does not violate the server rules.

Better leave the server and look for another place, as you can see, they don't care if they annoy the new ones

It is bullying.... preventing other players to do quest and making fun of them. it is bullying right? or is it ok because its a guild quest?

We have a separate rule about bullying:

4.25. Bullying is prohibited. Namely, regular verbal humiliation, insults, and bullying of one player over another.
Note: Regular bullying means that the verbal attacks occurred on at least two different days. To create a topic on this rule, you must provide screenshots with violations from 2 different calendar days.
Punishment: Chat ban on the account for a period of 3 days.

About the in-game moments with killing - we have a pvp server so it was never prohibited
