Ничего, абсолютно ничего особенного нет в этом достижении. Оно самое отвратительное, и делать его имеет смысл только если у вас уже 198(условно) и 204(для Extreme сервера).

Ur achievement for quest quantity just show how many quests u made by ur account(from any characters), system calculate main quests+random quests as I know.
